About this episode
1900 TBLISI Proxy Warfare Deniability Conflict Strategy Andrew Peek, author of War Without Footprints, explores how revisionist state powers use proxies and cutouts to accomplish strategic objectives with plausible deniability. Peek details how Pakistan cultivated the Haqqani network as an enduring proxy lever in Afghanistan to offset strategic vulnerability against India. He demonstrates how Russiamastered similar proxy tactics during its 2008 invasion of Georgia and subsequent military aggression in Ukraine, successfully exploiting Western policy indecision and delayed diplomatic responses.
